Article 4, Section 2, Clause 1, prevents another state from lowering or removing the rights of citizens from another state.
The wording of it is: "The Citizens of each State shall be entitled to all Privileges and Immunities of Citizens in the several States."
Article I, Section 8 is not called the Elastic Clause. The Elastic Clause is part of that Section, contained in its last paragraph.
