Bail and Punishment is the eighth amendment to the United States Constitution. In short, the amendment limits the government's power to impose excessive bail fees, as well as limiting the ability to impose unfair or cruel punishments.
Bail is money paid in order for a person to get out of jail. Punishment is the negative effect of doing something inlawfully. For example, if a person was dealing pot... they would be sent to jail as punishment for possession.

it means that you have the right to a fair punishment for the crime and a fair bail and fine. basically, if you misbehave in class a teacher can't cut off your hand. maybe a detention, which is relevant, but nothing irrelevant. also you have the right to a fair fine and bail.
