You don't make them, you have to find a mob called a Blaze in the Nether (almost always in Nether Fortresses), then kill them to get Blaze Rods, which they may drop.

Blaze Powder isn't 'used' as an inventory item, but it is used in brewing and crafting, for example, Blaze Powder + Slime Ball = Magma Cream. Blaze Powder + Ender Pearl = Eye of Ender.
You can make eye of the enders with an enderpearl a blaze powder.
