Cool can mean the temperature is somewhere between warm and cold. It can also be a slang word meaning either "awesome" or, sarcastically, the opposite of awesome.

If you feel "cool" that's the cool that means you feel fresh and relaxed.
If someone says "your cool!" that doesn't mean "awesome" or "amazing" it means, Loser, Out of Fashion, Over Weighted and Compated.
Normally 9 to 17 year olds know what "Cool" means and if you say " That's cool!" or anything else with cool (ect) they might think that you mean "That's so Out of Fashion!"
If I was you I would never say "Cool" to an 11-14 year old because they might think Loser, Out of Fashion, over Weighted and Compated.

I believe you mean the temperature at which water vapor condenses due to cooling. This is the dew point temperature.
If by cooling system you mean the cooling fan, it takes a while for the coolant temperature to rise enough to trigger the temperature sensor that activates the fan. This is to help warm up the engine and to avoid unnecessary operation of the cooling fan when it is not needed.
The cooling system is a closed system. If there is smoke (probably steam) there must be a leak in the cooling system somewhere.
