It means what the Torah says, that God created the Universe by a deliberate, intelligent act of direct creation.

Jewish Creationism is actually very similar to Christian Creationism. The reason that Orthodox Jews who believe in Jewish Creationism are not worried about what is taught in public schools (and therefore do not hold rallies and town hall meetings about this) is because Orthodox Jews send their kids to private Jewish day schools anyway. Therefore, they are not worried about public school curricula.
