It doesn't do anything for the actual computer, it just works on the monitor screen. It's the electronic version of turning an Etch-a-Sketch upside down and shaking it. My guess is you have a pretty old monitor if it has the degauss button.

I do not think it will damage the computer.
You can degauss your monitor by passing a magnet across the surface. This is commonly done on CRT style monitors and is often built into most.

The first thing to do may be fixing graphics options. Open your menu with the buttons on the physical monitor. (that being the ones you can touch) Then find degauss and select it. That should fix the waviness.
If it is on just certain games, then it is your video card not being able to support the graphics, so you might need to upgrade.
