The power is supplied by the EEC relay, which supplies power to the fuel pump relay.
The PCM provides the grounds for each of them. PCM gives ground to the EEC relay anytime the key is on, and to the fuel pump relay for about two seconds when the key is turned on, and then constantly if it sees a RPM signal.

How to Test the fuel pump relay?
There are testing procedures for relays and ohm readings but it differs for all makes. The easiest way is to swap out an identical relay on the vehicle and check to see if the pump comes on. I know that on Ford Rangers there are 3 that are the same ECC, fuel pump, and AC. Since I knew that the ac worked I moved the relay over to the fuel pump and got no response still, so I moved it over to the ECC and both it and the fuel pump worked so that told me that the ecc relay was bad and it in turn triggered the fuel pump relay to activate in series.

I had a 1994 Chevy Cavalier 2.2L with the same problem. There is no hidden fuse for it just the main fuse in the fuse panel & a relay under the hood on the passenger side. It's been my experience that when this happens it is usually the fuel pump relay or your ECC. in my case it was the relay. I would have the relay checked first...... and also check for broken wires going to the relay.

Check the ECC and fuel pump relays in the engine compartment fuse panel, one of them is probably malfunctioning. They work in series, once the key is turned on the ECC is activated and it in turn activates the fuel pump.
