Quite simply it could mean that person has not figured out what he/she wants yet and is unable to make any firm decisions based on their emotions.
If a person is indecisive about a relationship is probably best to let them go. If you're going to be with someone you should want them to be in the relationship 100%, and not always questioning if it's the right thing.
Both people deserve to be happy.
If able perhaps you could remain friends with that person so long as any emotional issues don't interfere.
