The term has a very broad definition, in short it is defined as any situation including, environmental that places a minor individual in a position for being harmed. Harm is subject to many interpretations, such as lack of medical care, lack of adequate clothing, lack of adult supervision, and so on and so forth.

In other words if a child is in a situation where something "bad" could happen (doesn't need to actually occur) endangerment can apply.
