Domestic comes from the Latin word domus meaning house or home. In their personal writings the founders often referred to the blessings or happiness of domestic life. They meant their life at home with their families. They saw the family as the fundamental unit of society and its preservation (and freedom from government interference) as one of their highest priorities. So, in this context insure domestic tranquility means to preserve family life and its attendant rights.

We have to read the preamble from start to finish. The bold captions on We The People set it apart from all the other words printed on that document. It wasn't an error, or just put there for glitz. It is we the people's responsibility to ensure domestic tranquility. Not the government's. It is our duty as stewards of this power bestowed on us by our forefathers to make sure that this nation, our home never fails. And if trouble arises, be it domestic or foreign, it is our duty to set it right. We The People, of the United States of America. In order to form a more perfect union. Establish justice, and ensure domestic tranqulity....... This is our job description as citizens of this country.

On the other hand, the bold captions We The People set off a document that establishes a Government in the first place. To say the very words that created our government are anti-government is not a rational interpretation of what is going on here. We The People is the government. It is a people's government. Too much of what is written assumes the Government is separate from the People when the Founders write the opposite. In choosing our national motto from many one E Pluribis Unum means we join together to get things done. First thing the Founder did was get busy building Government stuff to help us thrive. Post Offices, roads, patent and trademark protection. They were big believes in the what today we refer to a public private synergy.

Insuring domestic tranquility simply means keeping peace within the country. Mainly to prevent things like the Civil War from happening. It was the founding fathers way of saying they were devoted to many things, including keeping hostile feelings out of the country (among their own people anyway).
