Force Magnifier is typically used in a military context. It is usually taken in terms of making an individual soldier more effective in defeating the enemy. A machine gun is a type of force manifier. One soldier can kill more of the enemy with a machine gun than with a 10 shot semiautomatic pistol. Asside from weapons, an information system that makes one soldier more effective because it helps them out maneuver the enemy with better strategy. This might be an electronic map or a spy plane that shows the enemy far before they can see us. A spy is a force magifier. They collect intelligence on enemy positions and strengths allowing us to avoid conflicts that cannot be won whilst preparing strategy and traps in conflicts we can win. In short - it is anything that makes a military force more effective in defeating the enemy without adding more soldiers to the battlefield.
