Green discharge is a sign of infection. Go see your veterinarian.
Brown nasal discharge can be a sign that there is bleeding in the nose or sinuses. Which are hollow cavities in the nose. A brown nasal discharge is not normal.

If your nose is "running," then you have a mucus discharge. The image is of the mucus running out of your nose so that you need a tissue or you need to blow the mucus out.

It doesn't mean anything! If a dogs nose is wet then that mean he/she just licked it! If a dogs nose is not wet then he/she did not just lick it! That thing where people are saying the dog doesn't feel well or its sick! It doesn't mean anything so DONT be worried
dogs do not use sonar. but if you mean ecolocation then no as well. but they do have incrediablely sensitive nose.
Could be an allergy, infection, conjunctivitis (inflammation). Does the dog sneeze frequently and paw at it's nose and eyes? That would maybe mean an allergy. Is the discharge clear or does it have a color? If colored, this could indicate an infection and a trip to the vet would be necessary. In any case, it would probably be best to get to a vet and find out for sure.

Possibly nothing - a dry nose does not mean your dog is sick.
It is not a sign of pregnancy among dogs. A dry nose can mean dehydration though. Ask a vet for more detail. Also it is in Dogs for Dummies (although the book is not actually for dummies).
