The quotation 'It's a small world but I wouldn't want to have to paint it' comes from Scottish comedian Chic Murray (1919-1985).

It isn't meant to have any deep meaning, it's just one of Murray's wonderful one-liners; he and Julius (Groucho) Marx shared a similar turn of wit. In the 'small world' quote Murray's simply saying that while the world is commonly described using the term 'it's a small world', he wouldn't want to have to get out there with a can of paint and a brush and paint the whole thing.

As you can see, it doesn't have quite the same kick when not expressed in Murray's succinct and witty style. Many of Chic Murray's quotes have been hijacked over the decades by other comedians, and why not? as Murray himself would undoubtedly have said.

One of his quotes I've heard attributed to various other sources is, 'I dreamt I was forced to eat 25lbs of marshmallows and when I woke up the pillow was missing.' There are lots more...

This phrase is a play on the popular saying "It's a small world" to emphasize that while the world may be interconnected and diverse, it can also be chaotic or challenging. The addition of "but you wouldn't want to paint it" implies that despite its complexities, the world may not always be seen in a positive light and may not be easy to depict or navigate.

Why cant you paint latex over enamel?

Assuming that you mean an oil based enamel, it's because the surface is too hard and smooth for the latex paint to adhere. You'll need to sand the surface to create small gouges for the paint to flow into to so that when the paint dries, it has something to hold on to.
