What does it mean if a guy -he is my neighbor- you've never met before always looks at you and it seems like he is spying on you and then whenever you see him he like runs away?

He likes you....and he's also probably weird, shallow, shy and, well, psycho. He could be squiinting at you, because he is curious, and maybe when he actually sees you, he is terrified and runs away.
Maybe he sees the confederate flag ouside and is scared of meeting the parents. He likes u but he is to shy to say it
