It could mean a number of things. Perhaps this guy does not wish to discuss his feelings with you. He may be afraid that you want to spread rumors about him. It is also possible that he is having trouble deciding how he feels, or that he is embarrassed about how he feels, or that he doesn't want to offend the girl in question by telling her that he does not like her, or may other things.
mostly depends on the personality of the guy and how well you know that person.
