It sounds like he is one of the rare people in this country who still has morals. If you think you can live up to his standards, he's probably someone who can be faithful. Unfortunately, there are quite a large number of people who have no idea what that means. It means he knows what that activity could lead to, and he'd rather not become that "familiar" with you at this time. He doesn't want to have sex right now.
