Not sure what you mean by "in the engine" - not sure Ive seen it in the oil before but I have seen it in Transmission Fluid. When it is in the transmission fluid its because the transmission is going bad and probably knocks really hard when shifting. Adding some sawdust quiets the shifting. This is frequently done by less than honest people to hide a transmission problem when they sell the car. I suppose if sawdust is in the crankcase oil then it could be done to try to silence major broken or warn parts (mains, rod, etc). Either way, it is not good, and is usually done to hide noisy broken or warn internal parts.

if you mean as a last ditch method, yes, but not in the engine. if you have a slipping transmission, and the car is on its last legs anyway, you can put sawdust in the transmission fluid to help them grab so that you can make it home or to the junkyard. I've personally seen mechanics do this to sell a car and have gotten to a lot of trouble. if you put it in the engine, there's little it will do, other than clog the oil filter.
