What does it mean if you start a 2001 ford ranger and all lights come on but it just ticks and wont start?

Could be a dead battery. Even with a good charge and a jumper, it may just be too much for the battery to handle. Take the battery up and have it tested. If the batt tests out fine, could be a frozen starter. These are cheap and easy to fix. You cna generally give the starter a few smacks with something solid and it should turn over once. If that is not the case, you may have an engine that is locked up solid. which means its time to find the nearest pick and pull in the area.

The problem that I had with my 2001 Ranger rebuild was I had tail-lights and back up lights along with brake lights. No turn signals or hazard lights. More than likely, it is a bad turn signal control arm. There is also a relay box under the dash. My problem was that the relay had gotten wet and had rusted inside. Are there tail lights? If not, then the light switch itself might be bad. If the tail lights/running lights are working, and only the dash is affected, did you put in an aftermarket radio? It gets kind of complicated after that.
