in my opinoin i suggest you take this cat to the vet to have a check up to make sure everything is doing ok in other words if you cant get in contact with a vet you should gentally feel the cats tail(the tail is sensitive)see if the cat reacts or meows in any certain way then you should possiblely know if you took it to the vet and the vetanarian said the tail is indeed in pain try to get prescribed oinment(medicine)plus a cat has a tail so it can aslo keep balanced and cats need tails to sense but if they dont have tails they can also uses their whiskers ! hopes this helps "sources" animal professional.
