Unless it has been in some sort of accident, it means your kitten is a bobtail, which is the common name for two specific breeds of cat: the Japanese bobtail (usually white) or American bobtail (can be any color/color combination).

2nd Answer:

There is the breed known as the Manx and they have not tail. If there is any Manx blood in her background genes, then that is the reason she has no tail, other than an accident.

MANX. I have a cat that has no tail and it is called a Manx. Sometimes I call it a rabbicat.

This would depend on how old the cat is. If the cat is young and you know its history before it came to you then it was born that way and it is a Bobtail which is a specific breed of cat. If the cat is older it could still very well be a bobtail or something could have happened to it that caused damage to the tail. If there is scarring near the tip of the tail than I would assume that something happed to his tail.
