What he is saying is that he's selfish, self-centered, egotistical and has not given one iota of thought to your feelings in this relationship. If he wants no relationship, just fun and no attachments then he shouldn't have a girlfriend! This appears the way he wants it ... freedom to see other women (and he'll do the same thing to them.) He's letting himself off the hook too easily by telling you this now, when the truth of the matter is, he's a kid in a candy shop where women are concerned and doesn't want any restrictions in his life such as a girlfriend. At least he does appear to have a guilty conscience. It's time you took a stand and told him if he can't offer more in this relationship between the two of you, then hit the bricks! I know it's tough to split-up from someone you deeply care for, but think of this: he isn't caring about your feelings and he's lead you along the garden path for a long while without even blinking an eye. Be strong and move on.
