Per say, if you have an autistic child but maybe the school district or regional center wants to disagree or argue the fact they'll ask for a second opinion. The second opinion may say "ruled out" in other words it's not autism. If they write "rule out" it means they have a doubt and further testing needs to be done to make a determination.
