I wouldn't say that technical writing is the best way to promote diversity. I think it is a side-effect. Technical writing has a purpose - teach users how to use a piece of technology. Anything else is by-the-way. However, an awareness of how culture shades human understanding of new ideas is important. Technical writing should take into account the use of colors - does red always mean danger? It should take into account sexism - when you create a diagram, should the manager always be a male figure? when you describe a scenario, should the new employee always be a female? It should take into account emotional connections to names and places - will the use of "Ahmed" as an example username be a distraction to my target audience? If I use "Jesus" and "Nazareth" would I offend some people? It should take into account cultural linguistics - if I use "please" for an American audience, the imperative become optional. If I never use it for Japanese audiences, nothing is optional, not even a recommendation to see another page for more information. If you want a technical document to actively promote diversity, use your diagrams to show people of different sexes, ages, and racial features.

I would guess that it has to due with the fact that The Marines when formed as a military force, received let's say hand me downs. I did think though it was Improvise, overcome and adapt. Why? At times one must deal with what comes, one must hurdle obstacles (go past them) and then adapt to your new surroundings.
