"To rid the environment of harmful pollutants" means to clean the environment by removing or getting rid of harmful pollutants. A pollutant is anything that contaminates, or dirties the air, land or water of the earth.
"Harmful pollutants" could mean anything from chemicals released into the air by, for example, burning coal (Mercury, selenium, arsenic, carbon dioxide, sulfur dioxide and nitrogen oxides). These affect human health directly as well as indirectly through acid rain and global warming.
"Harmful pollutants" could mean the fly ash, bottom ash, flue-gas desulfurization sludge that remain after the burning of coal. All these remnants contain mercury, uranium, thorium, arsenic, and other heavy metals, all dangerous to human health.
