Dogs have glands near the edge of their anus like a Skunk. These glands can become impacted and thus cause itching. Other bad things can cause the same behavior, most notably worms. If its happening frequently, the dog should be taken to the vet to have the anal glands checked and if not found to be of issue, should be blood tested for worms or other parasites.
