My best guess it to establish dominance. I had never seen it before we got our German shepherd/black lab puppy and she does it to our larger female shepherd mix, as well as me and my children. She hasn't tried it with my husband and has already established herself as the Alpha-female, even though she's half the size of our other dog. That's our only guess, it makes the most sense, as she is a very dominant-type dog.
