i myself am guilty of using this line.
i used this line when i was desperate to not hurt his feelings. i didnt want to make him embarressed or shatter his hopes.
a girl usually says this line to say in a nice way "im sorry but i dont like you in that way. i only like you as a friend." or she may be saying that shes not ready for a relationship atm, and shes just leaving you hanging.
this girl either doesnt know what she wants, or shes letting you down gently. best thing to do is ask her what she meant.
