it means that he's thought about it but he decided no because you share a very precious friendship and if you end up splitting up, you might not be friends at all with him and lose him forever

∙ 12y agoI can't say for sure since I don't know what he's thinking, but it sounds to me like he likes You more then a friend, but dosnt feel comfortable moving to the next step because he doesn't want to complicate you're friendship.
I may be wrong since I don't know the guy, but that's what it sounds like to me.
