When a guy wants to kiss a girl but hes waiting on her, it pretty much means that the guy isn't sure when to kiss her or if she would be ok with it. It is almost hesitation. The guy is "waiting on you" to give him some form of acknowledgment telling him that you are ready and ok with him to kiss you.

I went through this, and it annoyed the dickens out of me! This means the guy wants to kiss you, but doesn't want to pressure you or anything. And whether you realize it or not, this is a big green flag. This guy is a winner. He wants you to know he loves you, but never wants to push you farther than you want to go. If you think about it, that's so sweet. I was very honest with this guy and flat out said, "Just kiss me, it's okay." If you don't want him to, honestly tell him "I'm not ready for kissing yet, but I still really like you." And at least give him a hug! This sounds like a great relationship your in, you're very lucky!
