I guess if he is really into you but is shy and unsure of himself or of the fact that you really like him, he would take chances with you alone but not when you are in public, This way in case if you are not ready to talk or move on , he will not feel as bad when you reject him then when you for example put him down in public. People who have huge egos can also behave this way i think.
