normally, it could be three things - bulb is about to go; transfomer is about to go; burner (bulb socket) is bad. do you have moisture in the lense? if so, this could be the problem. I hope it is an easy and economical fix but HID bulbs are pricey (buy them on line - much cheaper than a dealer), the transformer and burner are ridiculously high and can be found used but make sure the parts are guaranteed. If you can't find them, the dealer will charge you around $300 for the transfomer and about $180 for the burner. The bulbs can be found on line for around $50 vs. 130 at the dealer. If you're not comfortable diagnosing and repairing, take your car to a local collision repair shop. They'll normally do this much cheaper than the dealer. But before you start buying stuff I would wait until the bulb actually goes out!

PENNDOT currently does not have any regulations that prohibit HID conversions. However, 10000k is excessively blue. Any colors besides yellow and white is illegal. Blue or red especially.

This answer applies to virtually every developed country in the world, and large parts of the developing world, including USA, Canada, Mexico, Brazil, Argentina, Australia, New Zealand, all of Continental Europe and Scandinavia and the United Kingdom, Iceland, Japan, Taiwan, the Philippines, Hong Kong, China, Russia, and South Africa.Many people in many of these places install "HID kits" or "projector retrofits" and get away with it for awhile (they don't get tickets) but that does not mean it's legal and it does not mean it's safe. It's neither of those things.
