The howl means she's alerting all male cats in the area that she is in heat and will continue until she mates. Also the cat in heat will lick her butt a lot it means that she is cleaning it for when she will mate. You may see changes in behavior from male cats as well that are near the female. They may start calling and howling as well and become more aggressive and territorial.
