Speaking in the first person plural (we, us) may mean several things. Perhaps the person is having difficulty speaking for themselves. Perhaps they were raised not to draw attention to themselves and this is their way to address the situation.
Perhaps the person is speaking for a group, or thinks that they are.
Editors, politicians, diplomats and some other people in authority often write or speak in the first person plural; this is because they traditionally represent a business, organization or even a country.
A speaker using "we" instead of "I" may be making a joke, since monarchs and other royalty often use the first person plural. The person is pretending to be royalty. This is called using the "royal we".
It is also possible that the person is trying to distance themselves from you and truly doesn't want to speak with you. I'd give the speaker the benefit of the doubt, though.
