What does it mean when the PC tower starts repetatively beeping then the monitor shuts off and cant be turned back on unless you restart the PC from the tower?

It could be the error code beeps, you need to check the error codes for your motherboard in the manual on some boards for instance 4 beeps means the board cannot read the RAM. I sugest you recheck your whole board for loose systems.
Answer: Usually that would signify a thermal event error. Check the capacitors on the motherboard to ensure that they aren't bulging at the top, remove any dust from the inside of the PC (with anti-static precautions), and make sure that the fans are all working properly.
