It could be any number of things.
-You could have had a little sunburn which occurs when the sun cooks the top layer of skin causing it to peel a few days after you received the burn.
-You could have a specific type of skin condition such as eczema that has different affects on different people, for example I get little red bumps when the seasons change.
-You could be using too much acne medicine.
-You could just have dry skin which can be easily cured if you put skin moisterizer everyday.
-Apparently it could be from an alergy that you have.
If none of theese suit your situation, or you want to find a cure, you should consult a dermatologist to receive a proper diagnosis as well as information on what you have.

IT depends on what you mean by peeling. If you mean severely peeling non stop...I think u should visit your GP :S But if you mean just once in a while your toes are peeling..thats normal. So you have nothing to worry about. But I'm not sure what it means sorry :S
Only if you do something stupid while drunk off of it. Rubbing alcohol doesn't really damage your face per say but it does dry out your skin and could cause peeling, cracking, and flaking if used extensively.

Acne prone skin can also be dry skin, this is usually called combination skin. You have to use an acne wash, and to counterbalance the effects that has on the dry parts of your face you will have to use a non-comedogenic moisturizer.
