What does it mean when there is a constant humming like an electric motor coming from above the fuel tank on a 1999 Chevy Suburban while its running and goes off when key is just in the on position?

that sound is the electric fuel pump and if its pretty loud that means its working hard. you might want to put a new fuel filter on so the pump isn't working so hard. you have to remove the fuel tank to put a pump in! plus its about 300 for parts. some noise is normal though.
This is the sound it makes before it goes stops working. Mines lasted a few years doing this, but it left me stranded when it finally went. Didn't give any more warning. You should change it before it goes out. Here the deal wanted to charge $900 to replace. I got the part from NAPA for $275 and replaced it myself. Not an easy job, but not the most complex. Took some time. Would be less time with two people. Fuel tank has to be drained and dropped
