You've known this young man for sometime so you should be able to communicate on a better basis. You should feel free to ask him if he'd like to go out on a date. This will give him the opportunity to either say yes or let you know you are just a good friend to him.
If he's in college with you then it's all a new bright world and he may be too busy with studies and of course looking at the sights around him and there are plenty of girls around and he may want to remain free to decide what he wants and you should actually feel the same.
At least if you are friends you could spend some time together and things can always change and he may see you in a different romantic light later on when he settles into college. Both of you have your whole futures to look forward too and you may even feel like parting ways from him.
