It depends on the girl. Either she doesn't like you but she doesn't want to hurt you so she's procrastinating, or she like you but she's too shy to admit it so again, she's avoiding it. And she might just have her own reason, don't just assume she likes/doesn't like you. Try telling her you don't want to wait for her answer, and if that doesn't work and you really don't want to wait, just move on.
