If it still blows cold when it is at running temp, check the engine thermostat, its probably stuck in the open position.

Low coolant? Bad thermostat? Heater core airbound? Heater core restricted or plugged? Defective radiator cap not building sufficient pressure?
My 2003 Ford Explorer and my heat does not work I turn it on but it only blows cold air. Also when I take it off cold to turn the heat up it's starts making a ticking sound like something is knocking? What is this problem? When I turn it back to the air, the ticking noise stops. The hard part is getting to the blend door. You have to remove a section of your dash. The actuator is located on the drivers side where your right leg would be if you were sitting in the vehicle. I wouldn't pay to have it done. I just replaced mine. You just have to be patient and remove one bolt at a time until you reach it. hope this helps!
because when you first turn it on, hot air blows from it... thats just how it works, then after a while cool air comes
