It means there's something wrong in the blower circuit, maybe a bad motor. Hook it directly to the battery to find out.
You may be low on engine coolant
I would look into the blower motor resistor module
it is the switch you use to turn blower up and down.if you mean resistor it is in the heater box next to blower motor
sounds like you have a bad blower motor.. i just replaced one on my 02 deville for the same reason with the same symptoms
Can you feel anything coming out of the vents. Also if you turn on the dial that controls the speed of the blower, and you dont feel anything coming out then you need a fuse or blower motor or mabe a resister for the blower motor. I would have to say that 8 out of 10 times its usually the blower motor resistor. Hope this helps
If by getting "no heat" you mean that the blower motor is not turning on, check the DIN style plugs coming to and from the blower motor underneather the dash on the passenger side behind the glovebox. Should be two wires, one orange, the other black. Turn the fan switch on the climate control to "ON". Wiggle the wires. If the blower kicks on and off as you wiggle one end or the other, the female spades need to be "tweaked" as they are not making proper contact. Check with a voltmeter to make sure you are getting power to the blower motor. If there is no power, there may be an issue with the may climate control console. If the blower motor works, but still no heat, you may have a blockage in your heater core.

I assume that you have a ford topaz/tempo. Blower fan not working. First check to see if there is power to the blower. Its behind the glove box. Just unplug the power input, and check for power, sometimes even with power, the blower just might have a bad ground,or be finished, be prepared to remove it, not a big job. Also check the switch at the on/off control.
