I love you means a lot of things. If he says it to your family then he means he likes you a lot. If he says it to you then he means it.

My boyfriend has told me he loves me many times, but yesterday my grandmother asked him "how much do you like Rachel, do you like-like her or more than like her?"( Rachel being me) and he turned to my grandmother and he said in front of my whole family, "i love like her"
So is it a big step that he said that?
yes it is a big step.. him expressing his feelings not only to you but to your entire family.. it indicates he does really LOVE you and he wanted your family to know that he really cares about you and he's not just trying to get in your pants.. GIRL you got a real man on board.. keep him one like that is hard to find.. and he's a brave man to..
