It means you aren't getting fuel to the motor but you are getting spark.

You mean a ticking sound while TRYING to start a jeep? If the jeep doesnt start and is making this noise then either it doesnt have enough amps to start or the starter is bad. You can have the battery tested for free at autozone. It could also be that your alterntor isn't charging the battery also.

What do you mean when you say it doesn't engage? Is the starter spinning but just doesn't catch to spin the engine? IF that's the case it could be as simple as a loose starter or as bad as a damaged flex plate/flywheel. But it would most likely be the starter.
Clicking can mean a loose connection between battery and starter. Follow wire to starter and clean/tighten connector at starter.
you mean the starter just freely spins and does not turn the engine? replace starter if the engine turns but does not start its either a fuel, spark, or compression problem. read up on how to check that.
it is most likely the starter, the starter will range from $100-200 at autozone, or oriely, i just replaced the starter in my 99 sunfire for the same reason.
