Other than a hug, the "touching" should be off limits! He does not have any right to do anything more than a friendly hug. You are one fortunate woman that he still cares enough about you to be sure you are safe and cared for. What he is saying is, he thinks of you fondly, as a friend, and he wants to still protect you and care for you. Go with the flow because this doesn't often happen! I am sure when you meet someone else he will be satisfied and back off. It means he cares for you as a friend. He touches you because he wants to keep you open to him if his "moving on" doesn't work out. Decide what is in YOUR best interest.
