Ford has recently issued a recall for all Windstars regarding a faulty brake pressure switch - faulty in that it leaks - and the leaking fluid triggers a wide range of symptoms - including lighting up the ABS and BRAKE warning lights. (the titles of the Related Questions give you an insight to these symptoms)
With all this in mind, I would suggest making the appointment with your local Ford dealer for the recall repair. I wouldn't be surprised if this doesn't resolve the warning lights.

If you mean the red " BRAKE " light in your dash is on , that means that the brake fluid level in the brake master cylinder located in your engine compartment ( on a Ford Taurus ) is LOW ( or that the parking brake is on )
On a 2001 Ford Windstar : The warning light in the low right corner of your gauge cluster is the ( low washer fluid warning light ) * according to a drawing in the owners manual *
I should be able to answer your question if you say which YEAR of Ford Windstar ( I was looking at the 1996 Ford Windstar owners manual and it doesn't have any warning lights above the engine temperature gauge )
If you mean the " BRAKE " light in your dash it's just under the " 0 " on your tachometer
it needs brake fluid
If you mean the warning light that shows BRAKE and has the exclamation mark underneath it that means either your parking brake is on or the brake fluid level in the brake master cylinder in your engine compartment is low
If the brake light in your dash is on , either the BRAKE FLUID LEVEL in the brake master cylinder in your engine compartment is LOW or your parking brake is on

I just happened to choose the 1999 Ford Windstar Owner Guide to look at and the warning light beside the low washer fluid light means that one of your exterior lights is burned out
