She is saying that she doesn't know how she feels about being with you. Since she doesn't know how she feels, she can't tell you how she feels.
You have some choices to make. If you think that she may be the right person for you, the one you could marry and have your "happily ever after, to the end of their days", then you probably want to support her, remain available to her, and give her a week or two to think things over. Show her what you mean to her. You have to be ready to accept that she might choose differently, or she may do something that you feel is unacceptable - in which case, you may need to say goodbye and go on with your life.
If she isn't "the one" for you, then you can simply accept that this is the breakup and go your own way. Don't burn any bridges, and don't say things that cannot be unsaid - it may all work out, because you both may feel differently in six months or a year - or five years.
