it either means that he had no time to go and get you a present or you are a really hard person to shop for so he would rather you go buy something you really want and be happy instead of him buying you something you didn't want and be disappointed. Just be thankful he remembered your birthday.
If your bothered that he just gave you cash, think about it this way, what's the difference between him giving you cash or a present? the difference is just one thing, the store has the money now and not you. he just skipped a step
