It means there is a network issue there are three ways you can fix it you go to settings, general, reset, reset network settings or if that doesn't work restore you iPod. If none of these tips work for you you have to trade your ipod and get a new one because some of the ipod's 2nd gen and 3rd gen have messed up wifi chips in them good luck!
