It means that if you laugh off something, somebody else will too, and it won't be a big deal. It would be a big deal if you started crying over something.

The saying comes from a poem called "Solitude" written by Ella Wheeler Wilcox.

As with answer 2 (see below) it is often quoted incorrectly.

The whole line should read:

Laugh, and the world laughs with you:

Weep, and you weep alone.

The whole poem is about how people would rather join in on the fun times of life rather than having to hear about one's problems seeing as they have their own to deal with. In the end only you can help yourself.

This quote is also used in a Korean movie called "Old Boy".
