Quite likely he is embarassed...maybe scared. He does like you and he is scared to let you know. He doesn't know how you'll react and he is trying to just maybe give you signals. He's scared to lose your friendship maybe? But he does care about you.
This is coming from a guy...and I know that that is how I would act in that situation.
