A recommendation of a question is the popularity of it. If a question is recommended, that could mean that someone liked the answer or the way a question was answered. That is why questions are recommended. If a question is recommended a lot, it means that many people think that the answer is a good answer. This could mean that more people will trust that the answer is correct or good.
You can't. You can only ask a question or answer a question.
If you see a duplicate question on WikiAnswers, please change the question wording to the other. You will then get a message that says "The question [First question] already exists as a redirect to [Second question]. Recommend that this be merged." You can recommend the question, post the question and answer on your profile and/or message board, and share it with a social networking site such as Facebook.
